The system is used by providers (physicians, nurse practitioners, and other health care workers) in conjunction with the Health Connect Registry to ensure a smooth transition from patient registration to successful attachment.
Moving forward, all communities in B.C. will be using the PAS as a single, centralized waitlist for connecting patients with primary care providers. To register for PAS, please follow the steps in the Get Registered on PAS section below.
The Provincial Attachment System is made up of two streams:

Patient-Facing:
The Health Connect Registry helps unattached patients across the province register their need for a family doctor in their community.
Provider-Facing:
- Panel Registry: Family physicians providing longitudinal care log in to verify clinic information, indicate capacity for new patients, and submit patient panel data. Resources for panel submission are available.
- Clinic and Provider Registry: Medical directors update clinic details, including address, hours, and staff. Pre-populated information is used where possible to identify care gaps and support future planning.
Step # 1
You will need to create your BC Provider ID through OneHealthID if you do not already have one. This is critically important, as it is the key to log into the attachment system. Part of this process is creating your password for your BC Provider ID.
To do this you will need to download the BC Services Card App.
Step # 2
- Once you have created your BC Provider ID through OneHealthID and have entered that information into the PAS, you will need to authenticate your information through the Microsoft Authenticator App.
- Medical directors will go into the Clinic and Providers Registry in the PAS, update, or add information about your clinic. You can delegate this to your medical office assistant or another team member. To do this, you will need to submit an endorsement. Under the “My Panel” button within the PAS, there is a section at the top where you can update your panel preferences. More information can be found in the Update Panel Preferences and Availability user guide within the PAS.
Attachment coordinators will assist in connecting patients and doctors through the Health Connect Registry (HCR) to ensure there is a good “match”. Should either a physician or patient decide that the attachment fit isn’t right, the attachment coordinator will return the patient to the HCR to find a better match.
Physicians looking to streamline their daily tasks with PAS can delegate responsibilities by endorsing a clinic staff member who is not a doctor or registered nurse practitioner through OneHealthID. The endorsement process can be initiated by either the physician (endorser) or the staff member (endorsee). Once initiated, the other party will receive an email prompting them to confirm the endorsement.

All longitudinal physicians are required to submit their panel lists to MSP/Teleplan using either your EMR system or the third-party service provider, Dr. Bill.
Please note that full participation in the Patient Attachment Service (PAS) is a mandatory eligibility requirement for the 2023 Community Longitudinal Family Physician (CLFP) Payment and future CLFP Payments. Panel data will be used to determine these payments, ensuring they accurately reflect panel size and complexity.
Important: A Facility Number is necessary to submit a patient panel using your EMR system or Dr.Bill. This number links the patient panel to the physician’s practice location. If you do not already have a Facility Number, you must apply for one.
If a provider (A) is leaving practice and transferring their panel to another provider (B), the process is as follows:
- Provider A (or delegate) removes all their patients from the Panel Registry within the PAS
- Provider A advises Medical Director to remove them from the clinic in the Clinic and Provider Registry
- Provider B advises Medical Director to add them to the clinic in the Clinic and Provider Registry (if applicable)
- Provider B bulk uploads the patient panel using their EMR or third-party service provider Dr.Bill with the $0 attachment code (98990)
